This shows starts by borough, district and parliamentary constituency and compares final figures for 2017/18 with the 2016/17 year. Nationally starts are down by 24.1% with Sussex showing a drop of 22.3%. Within that, East Sussex is showing a drop of 27.9%, Brighton & Hove 20.1% and West Sussex 19.1%. The variations by district are quite extreme between the worst performing areas, Eastbourne and Rother both down 38.1% and Horsham the only area in positive territory up 2.9%.
