The Institute of Student Employers (ISE) have published a report highlighting the challenges that employers face with the apprenticeship system and levy. They have made a series of recommendations which they believe will make the system more effective including increasing the levy flexibility, doubling the levy expiry date, increasing the flexibility in off-the-job training and reviewing the way apprenticeship standards are created and developed.
