The Resolution Foundation have discussed the issue of the fall in apprenticeship starts for 16-18 years olds at Level 2 in this article. They suggest that apprenticeships for young people should be prioritised by limiting the proportion of funds that levy-paying employers can spend on older apprentices, adding incentives to hire younger apprentices and directly funding 16-18 apprentice training as is done with other 16-18 education.
