The ESFA has announced that all subcontracting contracts, for both adult education budget and apprenticeship funding, need to include for the first time a “list of individually itemised, specific costs for managing the subcontractor”. The new subcontracting rule, announced four weeks before the new academic year, has angered many providers with the timing and the complicated process involved in adhering to it.
