City & Guilds Research Report on Skills & Education Policy

City & Guilds have published a research report ‘Sense & Instability 2019‘, calling on the government to urgently rethink how skills and education policy in the UK is designed and delivered. They believe that an independent body, a ‘Skills Policy Institute’ needs to be developed to implement skills and education policy in the UK and to develop a continuous improvement process within programme delivery and a clear value for money framework for skills policy.
