16-19 Funding Formula Review

Today the YPLA and Department for Education have launched a 12 week consultation on the 16-19 Funding Formula Review. The review aims to introduce a simpler and more transparent methodology and support our goal of reducing the burden for providers and making funding readily understood by learners as well.

The current funding system has led to a significant improvement in attainment by young people over recent years, and we have already implemented changes to make it fairer.

However, it is not fit for purpose in the new landscape of Raising the Participation Age, Professor Wolf’s recommendations following the Review of Vocational Education, and the new freedoms for providers who are best placed to determine what is best for learners.

The Chair of the YPLA, Les Walton, said:

“Our stakeholders have been calling for these reforms for a number of years and I am delighted that through our work with the Department we are able to present these proposals to the wider sector. The system can be fairer, more simple and transparent. It will require all partners to work differently and it is vitally important that we do this to ensure the best futures for all our young people.”

Responses to the consultation are sought from 16-19 providers in general and specialist further education (FE) colleges, sixth form colleges, maintained schools and Academy sixth forms (SSFs), as well as commercial and charitable providers.  It includes Apprenticeship providers and the areas of Apprenticeships which are in scope are included in the consultation document.

The closing date for the consultation is 4th January 2012.
